Attached is the scope of work for a traffic study for the commercial development application at 159th and Metcalf.

 

You have asked if the County has any objection to TranSystems Corporation conducting the traffic study for the applicant. We have no objection to you using TransSystems Corporation.

 

Note that entrance locations on the plans provided to the County do not meet corner clearance

and driveway spacing criteria in the Zoning and Subdivision Regulations. While justification for rule exceptions must be thoroughly documented in the traffic study, staff support for these rule exceptions should not be assumed.

Scope of Work

Traffic Impact Study - SE Corner 159th Street & Metcalf Avenue

April 1, 2002

 

 

 

1.      Calculate daily, A.M. peak hour, and P.M. peak hour trips generated for the project and compare those numbers to the total trips associated with existing Comprehensive Plan land use designations for this site.

 

2.      Distribute the P.M. peak hour trips from the site, assign those trips to the adjoining street system, and illustrate the assignments. Conduct P.M. peak hour counts at the following intersections to help in determining trip distributions and assignments. Consult with staff prior to finalizing directional distributions and assignments.

3.      Conduct P.M. peak hour capacity analyses for the prescribed development scenarios and recommend required street geometrics at the intersections (Use the Overland Park Traffic Model as the basis for the 2020 Projections). List the number of lanes required, left turn storage lengths, and the type of traffic control required.

Intersections:  Same as listed in item, additionally, for the 2020 analyses, analyze the proposed 159th and U.S. 69 interchange (east and west ramps)

 

4.      Compare the proposed driveway locations to driveway and street spacings in the Zoning and Subdivision Regulations and CARNP recommendations for class of adjacent roads. Recommend appropriate site driveway and/or street locations, geometncs and turn restrictions, taking into consideration existing driveways on opposite sides of street adjacent to development, expected vehicular queues at signalized and unsignalized intersections. Indicate where right and left turn lanes would be needed on 159th & Metcalf for drives and public streets. Determine what type of traffic control will be required at proposed driveways or streets.

 

5.      Discuss existing street geometrics adjacent to the site on 159th Street and Metcalf Avenue. Identify interim improvements needed prior to opening of the proposed development, such as additional lanes, shoulders, turn lanes, etc.

 

6.      Submit any other data or analyses that the consultant considers to be beneficial for the review of the project.
