Bob,

From 1994 to 1999 we lived at 15736 Horton Lane in the Willow Bend subdivision. The pictures below are of the large retaining pond at 158th and Lamar and were taken in May of 1995. In our 5 years in this home the pond would raise in level every time it rained, sometimes, as in these pictures, rising approximately 8-10 feet from it’s normal level.

In the summer of either 1995 or 1996 the pond was dredged at considerable expense to the builder, Richard Mather. The pond was dredged again this past summer at considerable expense to homes association. I do not have the details but am sure the association would be willing to provide information. This is one of the major reasons we moved from the property.

Also, I am not sure if the notes from the 1996 council meeting exist in the public records, but I was one of only a half or dozen or so citizens to attend. I spoke before the council and expressed my concern with both the traffic (69 highway off ramp) and the water run off. I believe it was the mayor that assured me that the off ramp was in KDOT’s plan for the 2002 timeframe and that all necessary water studies would be done before any building permits were issued for the property.
